Can the non custodial parent obtain a copy of their child's birth certificate or social security card?

I had the same situation for both of my children. I live in Ohio and the kids and Mom are in Pennsylvania. I am on the birth certificate as the father for both, which is all that was needed. These documents were needed for the Child Support Enforcement Agency that I was paying support through for the kids. I just had to send a copy of my driver's license and Social Security card to prove who I was since I was dealing out of my home state. In my State, a non custodial parent can obtain a birth certificate copy only if their name is listed as the parent and they present proper ID. Since the parent has the responsibility of vouching for the identity of the child, it would follow suit that if their name is not on the BC as the parent, they won't be able to get a copy of the SS either.
Why?
Sure why not? If he is paying child support and is allowed to claim your child on his taxes why shouldn't he have copies of the documents?
As far as i am aware you can as it is your legal right, as i too intend to do the same as you , even though it is not a true form of identity, it is however a recognisable document of true parentage in the family court . recognising parental rights of any named parents. true fact.
