How difficult is it to become a Foster Parent in CA for friends kids?

We are considering trying to get the OK to foster kids of a family we have known for years who have had them taken away. Not worried about the extra stress on our home as our kids are extremely loving and social. Our kids also know these kids and have played with them in the past. Just wanted to know if anyone has ever done this for a friend before and if they have any secrets as to how to get on the good side of the CPS system (I know this may be very difficult).
