Can cohabiting parents file for lone parent child benefits in Ireland?

I'm doing an assignment in college and it's based on the services for lone parents. I have to state any gaps in the services and explain so I was wondering if anyone knew any? Are cohabiting couples entitled to the lone parent benefits and if not, is there a law against it or is it a glitch in the government that it is not allowed but it is still possible. Also, if anybody knows of the services available to the lone parent and who the services are (public, private, voluntary, and/or informal sectors). Any help would be really appreciated! ThanksCan cohabiting parents file for lone parent child benefits in Ireland?
Cohabiting couples cant get lone parents payment.

If you're a cohabiting couple then you're not really a lone parent, therefore you're not entitled the payment.

It is against the law and if some one is claiming lone parents payment and living with their partner then they're committing fraud.

Here the exact piece of legislation stating that a cohabiting parent is not entitled to lone-parents payment,
