Can a fourteen year old in the United States get a passport to another country without parent's consent?

I don't mean actually going to the other country, just getting the passport.Can a fourteen year old in the United States get a passport to another country without parent's consent?
You don't get a passport ';to another country';, you get a visa. And to get a visa, you need a passport, which is merely identification.

You can't get a passport to another country. You can only get passports to the country (countries) you are a legal citizen of.
