How to obtain a Non-Availability of Birth Certificate from india for my indian born pakistani parent?

I need a Non-Availability of Birth Certificate from Punjab India for my father. He was born there but then migrated to Pakistan 60 years ago. I am not sure how to accomplish this without knowing anyone there locally plus i am not sure if its even possible that Indian authorities will help a Pakistani citizen. Can anyone suggest something or know of a way it can be accomplished. Please help, i need this done ASAP. Consult the Indian embassy for advice/help on getting a letter of nonavailability. The Pakistani authorities also might be able to give suggestions. Also, US immigration will look at and consider secondary evidence, for example school records if they show his date of birth, and parents' names. OK, my husband needed his birth certificate from India, but his parents could not find it, nor could the government. I am not sure what you need the papers for, but what we did was get a copy of their marriage certificate, then had government stamped notice of the birth date and location. This is a more complicated...but to start, if you can get a copy of a marriage certificate, them a government notice, with a seal (raised seal) stating the dates and locations of their birth and their parents names and birth dates. It will be a good start. Otherwise, tell the situation to whomever is asking for the documents, and ask where to start.
